DCD Enable. If DCD_EN = 1, D+/D- is tested for a short

after DCD passes. If DCD_EN = 0, DCD is skipped and

CHG_TYP_M = 1. If DCD is stuck (DCD_T) = 1, setting

DCD_EN = 0 bypasses DCD and D+/D- short detection

begins.
